Operating within the protection zone of communication and electrical installations
Operating within the protection zone of communication and electrical installations owned by Enefit, a subsidiary of Eesti Energia, requires the consent of the owner of the installation. Unauthorised excavation, forestry, transport and other work may damage lines. This is life-threatening and can lead to an interruption of service as well as additional costs for the party that damages the installation.
Permit to operate in a protection zone
An application must be submitted to operate in the protection zone.
Based on the application, our supervision specialist will specify the distance of the lines belonging to Enefit from the location of the works, mark the locations of the underground cable lines on the site (if necessary), instruct the person operating in the protection zone and issue a permit to operate in the protection zone.
- In the case of scheduled work, the design documentation or technical drawing must be approved in advance by Enefit. This can be requested from the approval of designs documentation page. The application to operate in the protection zone has to include the number and date of the design documentation approval.
- In the case of emergency works, include a diagram or drawing clearly indicating the location of the works.
- To approve oversized cargo, submit the Transport Administration's application by email to [email protected].

The Enefit line protection zone monitoring service costs
48 €/hour
Minimum working time is 1 h. Subsequent working time is recorded on a 0.5-hour basis.
